Lacks power at low RPM


Model: 944, Year:1987, Mileage:137000, Type of use:Street use only
When driving the car in 1st gear the car lacks power as I step on the gas almost all the way down and it struggles to reach speed. Switching into 2nd at 3000 RPM again the car seems to lose power as I step on the gas hard but as soon as I reach the 4000 RPM mark the power returns to normal and the car takes off. Switching into 3rd does the same but a little more power and again as I reach 4000 RPM the power returns to normal. at other times the car seems to run normal. I can only assume at this point that there is a problem with the fuel or air system or could it possibly be the catalytic converter? I am at a lose as to what to check. Fuel regulator? Fuel filter? Oxygen sensor? or is the air system the culprit? What systems or components can you recommend to check and or replace? I have researched the archive but can only find power loss at high RPM.
