Lifter noise?

I have a constant and regular ticking noise most notable at idle but can also be heard in low RPMS in 1st and 2nd gear.  Heard when windows down or door is open but if air/radio is off I can even hear it faintly from inside. Can be heard from both sides but I've been unable to isolate it to one area.  From what I've gleaned on reading hundreds of posts, could be a lifter noise?  Also I see no evidence of water pump replacements either.  Plan to take it to indy mechanic a.s.a.p.  I'm running 15w50 oil as per the recommendation of the previous owner, and the oil has been consistently changed on an annual basis.  Weather is hot here (90 to 100F every day). If it is lifters, what can I expect for replacement costs? Can they be changed out on a problematic basis or is it necessary to do each bank at a time?  Cause possible other problems down the road?  Thanks for your time.
