location of oil cooler

My 1975 914 has a 2.0 liter with a turbo. When I start the engine up it seems to take longer for the oil light to go off since I put my oil cooler on the engine lid. Once the light goes off the oil pressure is 70 psi at idle until it gets hot. After I run the car and it heats up the oil pressure is 20 to 30 psi at idle. The problem is the oil light goes on often while driving. I will drive and the RPM's go up to 5500 and when I shift they drop to 1500 RPM's and that's when the oil light goes on. It takes 30 seconds or so for it to go out. I even have 6 quarts of oil in the engine to make up for the cooler and hoses. Last weekend I had it on the track and the oil light never went on but the RPM's never dropped below 3000. Is the problem that the oil cooler is too high? Thank you for your help.
