Mixture adjustment

This is on a stock Zenith carb...I've noticed that when I turn the back two mixture adjustment screws on the passenger side bank, nothing happens. I can turn both of them clockwise until they are fully closed and it has no affect on the idle. If I turn the closest one to the front the idle gets bad and the car almost dies (like it should). I've rebuilt both banks and everything looks very clean and there does not seem to be any obstruction.Do you have any idea what I should be looking for that can cause this??
