oil change


Model: 911, Year:1980, Mileage:57000, Type of use:Street use only
I had a wrench friend of mind do so work on my car. Part of the work was changing the oil and he only removed and drained the oil from the tank and then replaced filter and added oil. The oil on the stick reads full and I was wanting to remove about a quart of oil or so. I tried syponing off some of the oil thru the fill tube and it looks like something is blocking the tube from going down into the tank.Is removing the drain plug from the tank the only way to remove oil? Also because he did not drain the sump any issues? I only drive car about 1000 mile a year and change the oil every spring
