One fouled plug

Model: 912E, Year:76, Mileage:82,000, Type of use:Street use only
I have one fouled plug. No apparent oil smoke. It looks like fuel fouling to me. I did a compression test and hot the cylinder with the fouled plug tests 16% higher than the others which are all the same. A cold compression test shows all cylinders the same while understandably lower. I've never seen this before. I am picturing one injector that is rich...? Any ideas? Thanks.
