Parking brakes not working on '70 911 E


Vehicle Information: Model: 911E; Year: 1970; Body Type: Coupe; Engine (type, size, modifications): 2.7L, 1974 911 stock engine, with Webers; Total Mileage: 130,000?;

I bought my 911 recently, and the parking brakes did not work at all. The cables and shoes are good, but the brakes just can't be made to work. I took the drums off for inspection, and found that the shoes do not move when the cable moves. It looks like the springs that should bring the shoes back together upon release of the hand break don't have the strength to do so. I've never heard of this. Does the whole assembly stop working due to metal fatigue, or what?
