Popping/Backfire through Carburetors When Engine is Cold

Vehicle Information: Model: 356C; Year: 1964; Body Type: Coupe; Engine (type, size, modifications): 912, 1750cc, 86mm Big Bore; Total Mileage: 105,600;

I recently purchased my 1964 356 powered by a 1969 912 engine (with 1750cc Big Bore) from a private owner in Nevada, and had it shipped to Virginia. When I first started it up, I heard a popping/backfire from the carburetors and it would not idle until fully warmed up. The popping went away after the car was at operating temperature, but it did backfire from the exhaust when downshifting and decelerating. I reset the timing, and the problem persisted. Where to next? I don't want to drive the car before I know that I will not burn a valve.
