Purpose of DoorSill Plate

I decided to replace my rubber door sill covers with stainless steel covers. When I lifted the rubber, I found a plate near the front of the doorsill that had rusted. Underneath this plate is a factory punched hole that was sealed with a rubber plug. First, why would the factory punch a hole in the door sill metal then seal and cover it? I understand this plate is called a compensating plate (possibly part number 911 501 642 01). What is the purpose of this "compensating plate" (if that's what its actually called) and are there any special directions for installing a new one? Is it some type of sacrificial corrosion coupon?
