Rebuilding K-27 Turbo

Vehicle Information: Year: 1989; Engine (Size, Modifications): 3.3 ; Total Mileage: 58000;

In July of this year we had our K-27 turbo remanufactured with a new compressor wheel, new turbine wheel, and new bearing housing. In doing this they claimed they increased the hp by another 100. It was reinstalled in Sept, we drove it 30 miles round trip and the turbo blew again. It is throwing the nut that holds the turbine wheel. The turbo repair shop is advising us that we need to pay for the second repair as we didn't install a "back flow valve." Our mechanic says he doesn't know what they are talking about. Do you have any idea what they are talking about? And are we better off just purchasing a new K27 turbo?
