Shift Coupling Seal

I recently removed my Shift Rod Transmission Seal and am preparing to install a new one.  Unfortunately, I have seen conflicting information on the direction of the seal.  One side of the Seal has a spring inside of it & IMO the Spring side goes in 1st.  But I have seen at least one procedure calling for the opposite.  I was hoping to get one more opinion before I proceed.

Also, the use of a sealant on the seal also seems to go both ways - what is your opinion - Dry or with a sealant? Is there a general rule about when to use a sealant vs using none?
