top light on oil gauge

The top light on my oil gauge never comes on.  I found a manual but it was not very helpful.  It's a 73.5 not a "real" '73 if that matters.

It says "Oil" right below it but I expect that is to identify the two needle gauges.

1. What is it for?

2. What are the easiest ways to diagnose what the problem is?  (i.e. where can I find wires to short together, to ground, or to put 12 V DC on).
