Turbo confusion

Vehicle Information: Year: 1989; Engine (Size, Modifications): 930; Total Mileage: 82000 km (49000 miles);

I am currently looking at a 1989 Turbo Cab. All reading says buy an unmolested straight car. The one I am looking at is described as a 5 speed wide body, K9 turbo with Gemballa gauges. I have several questions but is this a highly modified car with a kit turbo and all the trimmings or was there an actual factory stock car that had these options? The car fax in Canada shows this to be a Canadian registered turbo cab but could the mileage been fudged by the changing of the gauges? Finally the air conditioning has been removed, a chip added, and the car lowered 2 to 3 inches and torsion bars installed. How much should this car be discounted taking into account all these gadgets or does all this assuming a clean mechanical bill of health actually enhance the value? The car is of good not excellent cosmetic appearance. Thank you for your feedback.
