Using Fuel Additives to prevent damage from ethanol

The Environmental Protection Agency (EPA) is about to issue new regulations that require gasoline to have a larger amount of biofuel content.  This may force refiners into producing and selling gasoline that contains more than 10% ethanol, possibly up to 15% (I heard this latter number last year from someone who claimed to be an EPA employee). Currently, there are firms, such as Bell Performance, that produce and sell special fuel additives that protect fuel systems from the harmful effects of ethanol and actually increase mileage.  Would it be possible to use this or other similar additives without harming the engine or fuel system?
