valve timing

I have a 1969 911T with a 2.2 engine that has had "S" pistons and "E" cams installed in it. It was sitting in a building for the past 12 years before I bought it this April. I stripped the engine down, rebuilt the weber carbs, and was not able to get it to run smooth. I had a local mechanic take a look at it to give some advice and he mentioned that I could have the cam settings off. The information that I was given for these pistons and cams would be to set valve timing at (3.25mm / 0.128" dial indicator reading). The previous owner had stopped working on the car after he had rebuilt the engine with the new parts. Car never ran for him. I now have the engine out again and have all winter to get it right. Any advice would be appreciated. The car lacked power and was backfiring.Thanks Mark Hachey
