vertical play in steering wheel

I have a bit of play in the steering wheel (approx 1/16") only in the vertical. The wheel is snug in the horizontal. When I rotate the steering wheel 90-degrees, the play is still in the vertical but not in the horizontal. Do you think it could be that the upper steering column bearing race is worn only at the bottom? The spring inside the collar is installed. The wheel on the car is currently a Nardi, but I also have the original wheel. I assume it can't be wear on the wheel's collar or a missing spacer since the plane of the play is independent of the wheel position. Also, I can't quite see how the bearing should be pulled out unless the enclosure with the turn signal has to be removed first. Any suggestions will be greatly appreciated.
